It ultimately  depends on the management’s policy and local market practices. For short stays, bundled utilities are typical, while for extended stays, you may see separate or capped utility charges. Keep in mind, including  utilities in the rental rate can simplify the rental process for guests while separating the fees might add complexity to it.

Standard Cancellation Policy
In these cases, you may not receive a refund unless the host makes an exception.

Flexible Cancellation for Natural Disasters
Some hosts may proactively cancel bookings if a hurricane is imminent, offering full refunds.

Platform-Specific Policies
Airbnb’s  “Extenuating Circumstances Policy” may apply during natural disasters,  allowing guests to cancel for a full refund, even if the host’s standard  policy would otherwise not allow it.
VRBO typically leaves it up to the hosts, but may encourage refunds or re-bookings in case of natural disasters.
